Biroul de Proiecte Speciale este o divizie clandestina a NCIS si are sediul in Los Angeles, California. Agentii sai au misiunea de a captura criminali care pun in pericol siguranta nationala. Callen este un agent al carui talent innascut pentru misiunile sub acoperire este legendar. Agentul special Sam Hanna, un fost combatant SEAL al Marinei, vorbeste fluent limba araba fiind un expert in cultura Orientului Mijlociu. Kensy Blye este dependent de adrenalina iar Nate Getz este psihologul care ajuta agentii atat cu misiunile lor cat si in pastrarea propriei lor sanatati mentale. Echipa este asistata de Domninic Vail, un nou membru care trebuie sa afle cum sa-si valorifice cunostintele si de Henrietta Lange, responsabila cu echipamentele tehnice.
